At its October meeting, the CRC:
- Adopted a temporary rule to conform its variance criteria to a CAMA amendment recently
adopted by the General Assembly.
- Adopted a temporary rule that will make riprap groins eligible for a CAMA general
permit. The measure conforms CRC rules to a CAMA amendment the legislature recently
adopted.
- Certified an amendment to the North Topsail Beach Land Use Plan. The amendment deletes
the move-back line policy from the Ocean and Inlet Hazard Areas policies in
the plan.
- Certified the 1998 Perquimans County Land Use Plan Update.
- Granted planning authority to the towns of Emerald Isle and Oriental to develop
individual CAMA land-use plans.
- Denied a variance to Ted Lukralle, who wanted to rebuild part of a driveway at his home
at North Topsail Beach. The proposed work was inconsistent with the CRCs oceanfront
setback requirements and with the North Topsail Beach land-use plan.
- Denied a variance to Benn Fishing LLC, which wanted to add a covered shop to its
boat-building facility in Wanchese. The proposed structure would have encroached into the
states 30-foot buffer for coastal shorelines.
- Granted a variance to Fred and Joy David, who wanted to build a house on their property
at Ocean Isle Beach. The house will encroach into the 30-foot buffer for coastal
shorelines. The Davids will build a stormwater management system as required by the town.
- Granted a variance to Currituck County to install ocean discharge pipes for a reverse
osmosis water treatment plant. Construction of the plant will require the placement of
discharge pipes underground seaward of the first line of stable natural vegetation along
the oceanfront.
- Granted a variance to John Adams of New Bern to install four mooring pilings adjacent to
an existing dock in a manmade canal off Spring Creek in Fairfield Harbour.
- Granted a variance to the Village of Bald Head Island to install four emergency
stormwater outfalls on the ocean side of the island. The outfalls will drain floodwaters
from the island to the ocean only on an emergency basis.
- Granted the City of Wilmington a variance from a condition on a CAMA major permit
authorizing construction of a two-story building with a partially covered deck and
floating dock in association with the citys Riverwalk project. The permit condition
had limited the placement of the wooden deck to no more than 20 feet waterward of the mean
high water line.
