• Certified an amendment to the Holden Beach Land-Use Plan.

• Granted a variance to James Phillips of Silver Spring, Md., to build a gravel driveway that would encroach into the 30-foot buffer on property in Frisco.

• Granted a variance to Joseph and Doris Fleming of Frisco to build an addition to their house. The addition would encroach into the 30-foot buffer and cover more than 30 percent of the lot with impervious surface. The CRC placed conditions on the variance, requiring the Flemings to install a stormwater management system.

• Granted a variance to William and Doris Smith of Hatteras to build an addition to their house and cover an existing deck. The structures would encroach into the 30-foot buffer. In granting the variance, the CRC required the Smiths to construct a stormwater management system as part of the project.

• Granted a variance to Phil McAdams of Greensboro to build a house on a corner lot between two canals at Ocean Isle Beach. The structure would encroach into the 30-foot buffer. The project will have a stormwater management system, and McAdams agreed to modify the project’s design to lessen its encroachment into the buffer.

• Affirmed an administrative law judge’s ruling against the Town of Ocean Isle Beach. The town had appealed the Division of Coastal Management’s denial of a CAMA permit to rebuild a road within the Ocean Hazard Area of Environmental Concern. The road would have been located seaward of the first line of stable natural vegetation.

• Overturned an administrative law judge’s ruling in the case of Helen Smith of Hampstead. Contrary to the judge’s opinion, the CRC concluded that the Division of Coastal Management did not have authority to carry out the judge’s order.
