recommendation of the Implementation and Standards Committee, directed the Division of
Coastal Management that when repairs to sandbag structures are requested, to measure the
height of the sandbag wall from the base of the structure to the top rather than from the
existing beach to the top, in order to ensure sandbag structures do not exceed six feet in
height, unless otherwise permitted.
On the
recommendation of the Implementation and Standards Committee, directed the Division of
Coastal Management to pursue changes to the Small Surface Water Supply
Watershed for the Fresh Pond located
between Nags Head and Kill Devil Hills. The changes would
address the establishment of a fixed pond boundary.

Denied a variance
to Paul King of Dare County, who sought relief from the commissions rule regarding
development within the Small Surface Water Supply
Watershed Area of
Environmental Concern in order to subdivide his lot and construct two single-family
residences on the resulting lots. The septic systems for the proposed lots would have been
located within 1,200 feet of the Small Surface Water Supply
Watershed AEC.
Denied a variance
to Buddy Martin of Brunswick County, who sought relief from the commissions 60-foot
setback rule in order to construct a 200-square-foot parking pad at his residence in Oak
Island.
Denied a variance
to Alfred Thompson of Camden County, who sought relief from the commissions rules
for bulkhead alignment in order to position a new wooden bulkhead in an alignment
significantly waterward of the normal water line.
Denied two
variances to Sandra G. Wooten of Brunswick County, who sought relief from the
commissions setback rule in order to tear down an existing house joining two
adjacent lots in Oak Island and construct two single-family residences, one on each lot.
The petitioners proposed development does not meet the 60-foot setback line from a
pre-nourishment project vegetation line. One variance was filed for each of the two lots.
Denied a variance to Michael and Dolores Kirkbride of New Hanover
County, who sought relief from the commissions 60-foot setback rule in order to
construct a single-family residence on a lot in Carolina Beach. The petitioners
proposed development does not meet the 60-foot setback line from a pre-nourishment project
vegetation line.
