Estuarine Shoreline Stabilization Rule Update Initiative
As
a result of the Coastal Habitat Protection Plan (CHPP) and its Implementation Plan, focus
has been diverted to the estuarine shoreline and the structures used to stabilize it. Recommendation 3.4 of the CHPP Implementation
Plan: Protect fish habitat by revising estuarine and public trust shoreline stabilization
rules using best available information, considering estuarine erosion rates, and the
development and promotion of incentives for use of alternatives to vertical shoreline
stabilization measures.

information/tools to better forecast and manage landscape responses of critical natural

efforts to develop shoreline stabilization demonstration projects along non-ocean

As
part of the Implementation Plan, the CRC chairman established an Estuarine Shoreline
Stabilization Subcommittee. The Subcommittee
includes 3 CRC members and 2 CRAC members. The
Subcommittee was charged with revising the estuarine shoreline stabilization rules to
encourage alternatives to the vertical structure.
In
2002, the North Carolina Estuarine Biological and Physical Processes Work Group was
formed. The Work Group was made up of experts
in biology, ecology, engineering, estuarine processes, sea level rise, and erosion
control. They set out to discuss the impacts
(both biological and physical) related to stabilizing an estuarine shoreline. Shorelines were categorized into types for the
purposes of the discussions. The report
was not completed. In 2006, the Estuarine
Shoreline Stabilization Subcommittee asked for the Work Group to be reformed and to finish
the report in which they had started 2002. The
report was completed in August 2006.
The N.C. Estuarine Biological and Physical
Processes Work Group: Recommendations for Appropriate Shoreline Stabilization Methods for
NC Estuarine Shorelines
The
Work Group also discussed the proper location and design for structures to be used for
shoreline stabilization on the estuarine shoreline. The
Work Group submitted a memo to the Estuarine Stabilization Subcommittee on October 16,
2006.

After
the report was released, the Subcommittee used it to start drafting changes to the
estuarine shoreline stabilization rules. The
rules have been through numerous revisions through comments and input from DCM staff, the
I&S Committee, and the Subcommittee.
