2006-07 Funding Package :: Notice of Available Funds

Funds Available
The N.C. Division of Coastal Management anticipates funds will be available for public beach and coastal waterfront access projects in FY 2006-2007.

Eligible Applicants
The 20 coastal counties and incorporated municipalities therein that have public trust waters (ocean, estuarine or riverine waters) within their jurisdictions.

Anticipated Contract Periods
September 1, 2006 to September 29, 2007

Pre-Application and Final Application Assistance and Submittal
Local governments can obtain assistance with both pre- and final application preparation from the appropriate DCM District Planner listed on this page. Pre-applications are due on or before Friday at 5:00 pm February 28, 2006. Final applications are due on or before Friday at 5:00 pm on April 28, 2006.

Range and Average of Previous Grants
$1,400,050 awarded in FY 01-02; Average grant $70,002 (Range: $2,568 to $200,000)

$1,285,481 awarded in FY 02-03; Average grant $71,416 (Range: $10,987 to $225,000)

$1,496,000 awarded in FY 03-04; Average grant $65,043 (Range: $360 to $198,000)

$1,805,640 awarded in FY 04-05; Average grant $78,506 (Range: $14,500 to $359,000)

$1,422,478 awarded in FY 05-06; Average grant $67,737 (Range: $10,500 to $345,000)

Match Requirement

Local governments must contribute at least 25% of the total project cost. At least half (12.5%) of the local match must be cash; the remainder may be in-kind match (e.g., labor, equipment, materials, or land). Land purchased less than five (5) years prior to the grant award may be used for non-cash match.

 

Guidelines for in-kind match are included with this package.

 

Post-Assistance Requirements

Project sponsors (local governments) are required to maintain and operate the public access facilities for the entire anticipated life of the project (approximately 25 years). Title to property acquired with grant assistance must be transferred to the Department of Environment and Natural Resources if the local government uses the property for a purpose other than public access.
